BAGHDAD, Oct. 6 -- Iraqi insurgents from Fallujah are in intense negotiations with the country's interim government to hand over control of the city to Iraqi troops, in hopes of averting a bloody military battle for the city of 300,000 that has become a haven for foreign guerrillas and a symbol of the limits of Baghdad's authority, according to representatives of both sides.

"We have met representatives from Fallujah," the interim deputy prime minister, Barham Salih, said Wednesday. "We have had detailed discussion with these representatives, and we have agreed on a road map or a framework to facilitate the resolution of this conflict in Fallujah."

Sounds like the terrorists just need another opportunity to regroup. Same story as always.

Maybe not.... Do the insurgents think Bush will win the election? If so, what do you think THEY believe will happen come Nov. 3rd ?

The terrorists need some more time to restock and rearm, I suppose.

Yes, do give the Fallujan terrorists a roadmap. Let it lead to a building wired with several tons of explosives with a short fuse. Lock doors from outside. Light fuse and run like a TX jackrabbit crossing cotton middles.

As McLaughlin so obnoxiously says---Bye,bye!

I wonder...the "eject the foreign fighters" thing might be interesting. My guess is that it is they who are principally responsible for the murder bombings, which don't seem to be accomplishing much except to kill Iraqis. And the elections loom, and it would be well for the native insurgents not to be on the outside looking in when they come to pass.

The Syrians, as well, are starting to pretend that they might play ball. Are these motions genuine? Nothing in the Middle East is genuine; all of it has at least three angles. It is best, in my opinion, not to attempt to out-intrigue these guys, but instead to act the stupid, simple Americans with the huge hammer who might be fooled but who it is suicide to provoke.

i would agree ... but the proof is in the pudding ... if they cough up the terrorists and let the Iraqi National Guard in (not the Fallujah brigade) then I think this is progress. I think the US must maintain a cordon around the city, but this could work out.

Why do we continue to negotiate with terrorists? We KNOW they are stalling to rearm.

NOPE. Bomb the everliving crap out of this rats nest and ask questions later. An extreme show of force---with callous disregard for politics and world opinion---is the only way to show we mean business.

If they're negotiating, then they're hurting. Time to pour it on.

To prove that the "peaceful" citizens of Fallujah are serious, we should require them to produce the heads of the foreigners and the two who voted against the resolution. Only then will we know that they are in control.

No sh*t!
Remember Bin Ladin in the mountains and we gave them 3 days rest?
Seems like the game plan.
Remember we let some members of the Taliban go.
The Iraqi army in 91 and in 2003.

I surrender please don't hurt me.
shhhh I'm going to blow up your children..........the story continues on

We aren't the ones negotating with the terrorists but Allawai is. Iraq is a sovereign nation now. It's their decision. Here's hoping and praying for the best.

"...the mujaheddin shura ... that now governs Fallujah voted overwhelmingly to accept the broad terms demanded by Iraq's government... the council agreed to eject foreign fighters, turn over all heavy weapons, dismantle checkpoints and allow the Iraqi National Guard to enter the city..."

"...Negotiations also appeared to be moving toward a peaceful settlement in Sadr City..."

"...No cease-fire," Allawi cautioned. "We responded positively to the request of the people of Sadr City. They will surrender their weapons to the authorities. They will dismantle any armed presence in the city. They will respect and abide by the rule of law in the city. They will welcome the police to go back, patrol the streets of the city..."

"...Fallujah insurgents negotiating with the government "were more willing" to concede points after U.S. and Iraqi forces stormed Samarra on Friday..."

I'd say they need to stall until somewhere around noon prayers on Nov. 3rd.

I hope this works out, but I won't keep my fingers crossed. I don't see that they have any incentive at this time to come to the bargaining table. Knowing, as I'm sure they do, that Bush will be as unlikely to withdrawal as Kerry is likely to pull out, I'd think they be trying to cause all sorts of trouble to keep Iraq in the news.
