BAGHDAD, Oct. 6 -- Iraqi insurgents from Fallujah are in intense negotiations with the country's interim government to hand over control of the city to Iraqi troops, in hopes of averting a bloody military battle for the city of 300,000 that has become a haven for foreign guerrillas and a symbol of the limits of Baghdad's authority, according to representatives of both sides.
"We have met representatives from Fallujah," the interim deputy prime minister, Barham Salih, said Wednesday. "We have had detailed discussion with these representatives, and we have agreed on a road map or a framework to facilitate the resolution of this conflict in Fallujah."

The Syrians, as well, are starting to pretend that they might play ball. Are these motions genuine? Nothing in the Middle East is genuine; all of it has at least three angles. It is best, in my opinion, not to attempt to out-intrigue these guys, but instead to act the stupid, simple Americans with the huge hammer who might be fooled but who it is suicide to provoke.
i would agree ... but the proof is in the pudding ... if they cough up the terrorists and let the Iraqi National Guard in (not the Fallujah brigade) then I think this is progress. I think the US must maintain a cordon around the city, but this could work out.
Why do we continue to negotiate with terrorists? We KNOW they are stalling to rearm.
NOPE. Bomb the everliving crap out of this rats nest and ask questions later. An extreme show of force---with callous disregard for politics and world opinion---is the only way to show we mean business.
If they're negotiating, then they're hurting. Time to pour it on.
To prove that the "peaceful" citizens of Fallujah are serious, we should require them to produce the heads of the foreigners and the two who voted against the resolution. Only then will we know that they are in control.

I hope this works out, but I won't keep my fingers crossed. I don't see that they have any incentive at this time to come to the bargaining table. Knowing, as I'm sure they do, that Bush will be as unlikely to withdrawal as Kerry is likely to pull out, I'd think they be trying to cause all sorts of trouble to keep Iraq in the news.
