Sounds to me like it was very uncontroversial. No one--not even its author--supported it. Was it voted down by unanimous consent? How about this: did anyone actually vote FOR the bill?

Was it voted down by unanimous consent? How about this: did anyone actually vote FOR the bill? IIRC, it went down 402-2. Two dims voted for it. Pete Stark was one but I've forgotten who the other one was.
