I can't speak for others, but to me it means that your country is not seriously committed to helping the USA in the war on terror.
Not only did they not send trops to Iraq, they, along with france, did everything they could to stop OUR troops from going. They can both sink into the hellhole of 3rd world muslim nations, joining the list of "must eradicate" terrorist sponsors.
