In the 2000 debates, I believe Gore broke the rules in every debate. He went overtime in many of his answers and at times he kept speaking when told his time was up.

I'm sure he did. There is a big difference from violating time constraints, though, and reading from bullet points. Debates are supposed to be spontaneous, Kerry is attempting to cheat the American people by giving the impression he speaks well off the top of his head. he's going to get nailed for this over the airwaves and net. Bad form, Senator.

Rules, laws, scientific knowledge, and standards of civilized behavior do not apply to Democrats, and any Democrat who consents himself to such regulations does so under the unwritten understanding that he shall be exempted from them. In other words, the Memorandum of Understanding is an inviolable promise for the President but a nonbinding statement that the treasonous Senator can violate without notice or punishment.
