I think he took out blank paper so the President would challenge it or accuse him, and then be embarrassed by a wrongful accusation.

This is just sour grapes. Bush' problems in the debate didn't come from the moderator. He didn't do a good job in getting his answers out (tired, unprepared, I don't know). As for some "magic" note card or even a folded 8 by 11 piece of paper: you really think that this won the debate for Kerry?
When you start arguing about this, it looks desperate. Not allowing them notes is a stupid rule to begin, and arguing about it lets people think it's okay to judge the debate on style over substance.

It's hard to see how kerry could possibly make use of three by five cards or a cheat sheet unless he knew beforehand what the questions would be.

I've said before that I doubt whether Jim Lehrer himself handed the questions to John Kerry himself. But I wouldn't be at all surprised if someone on Lehrer's staff handed them to someone on Kerry's staff. I doubt whether Lehrer would exactly MIND something like that happening. He might very well be careless about keeping them to himself personally, and he might very well look the other way while someone copied them.

Almost certainly, in fact, copies were made of the questions for filing and the like, and it would have been pretty easy for somebody to make another set.

It is time for a reporter to ask Kerry what he took out of his jacket and why. He is clearly unfolding whatever it is. Just as clearly, he did not need to unfold the paper already on the lecturn. I have looked at my own videotape of the event. It appears to me that Kerry is handling paper. When he unfolds it he then picks up his pen and appears to start writing on either what he just unfolded or on the paper already on his lecturn. Why? What is he writing at that point? That Kerry avoided meeting Bush in the middle of the stage and then used his lecturn to help obscure his actions from the audience is suspicious at best.

by that candidate.

Then that can be shown too. According to the rules, he was prohibited from bringing anything tangible.

He knowingly violated the rules, there is no good reason to do that.

Bush had a piece of paper .. remember during the debate when he picked it up a flipped it over a couple times

I would assume Kerry was giving the same type of paper and not note cards

The rules were the rules and for you to dismiss them, try to downplay the obvious cheating, well, I wonder about who you are. I suspect if you were a contestant iin a game show and discovered the opponent had a cheat sheet, you might be upset.
