Think "Superbowl Half-Time Show". Precisely! Everything these days is shot at vastly higher resolution for archive than normal broadcast mediums will support. You can pull surprising detail out of archive that wouldn't seem possible judging from broadcast footage.

I must admit, that shot was the first illustration I saw of how much magnification the newfangled video formats support. If the debate was shot on that quality, it might almost be possible to read what was on Kerry's paper if the writing wasn't on the inside.
