It's not over until the Piper sings.
Carburetor thing, could be loose at intake causing a vacuum leak making it run lean. Or, the top or base plate have come loose from the body and dumping fuel and running rich or it just has a piece of dirt in it somewhere.

You got VERY close. It wasn't the 31 or 11 leaking (both reported the fluid on the windshield).
