Clinton started a program for federally funding some firehouses and training a larger police force (100,000 new cops on the street), but the money was for only ONE year, then local governments were to take it over or let it go. Some decided that didn't need to keep the extra force on hand.

Wasn't the program called something like 'COP LAND' ? I agree, it was for one year, and through some invisible miracle, the states were to pick up the next years funding. Well, most states couldn't pay, and the program fizzled.
