What's your take on the second one? Seems pretty neutral, I'd guess they knew he wasn't a career officer by that point, and therefore was passed over. Either that, or it was a good second year eval.
I disagree...the second one seems pretty positive and there seems to be notable praise in both.
I figure that combat pilots were coming back from Vietnam, the 102 was obsolete, and everyone knew that the flying slots were going to go to active duty guys with combat experience.
