No, the Bush Administration is *not* trying to get these passed right now. HR163 was introduced by Charles Rangel, co-sponsored by Alcee Hastings, John Conyers, Corrine Brown, and Sheila Jackson-Lee, and has been D.O.A. since January of 2003.

In other words, it was introduced by a Democrat and sponsored only by Democrats, and now they're using it to scare history-challenged college kids into turning off the X-Box and putting down the bong long enough to register and vote. Is there no limit to Democratic Party dishonesty?
