If you look at this picture you can see this is a real sunburn
look at his ear, and how the outer parts are more red... I'm
melanin challenged and get destroyed in the sun I know
what it looks like..

W. has a lot of sun damage. Particularly to his nose. Spent too many days in the outdoor Texas sun.

if you look at other photos from that appearance, that is the only one where he is that color. I believe it's more lighting than anything else.
