Its an aulacogen, the failed arm of a triple junction. Most major rivers are in this type of tectonic trough. Also known as a graben, these tectonic features are somewhat common and the seismic activity in the mid north american region is, as most mid craton rift valleys, is not well understood. The New Madrid and the St Lawrence are noted in the eastern US and have produced some to the most powerful earthquakes on record.

And St Helens is still having them 2 per hr in Washington.

For all of you who think this little earthquake swarm in CA is a big deal, here's a map showing all the earthquakes of a decent size on this planet in the last week. Many of these are equivalent to this moderate earthquake in CA. Not a big deal really.

You are correct. The "expected" earthquake was in 1988. But in that 22 year "cycle" there was one that was about 10 years "late." Some say that the Coalinga earthquake changed the stress field enough to delay the "expected" Parkfield earthquake (until today).

And here's 20 years worth of significant earthquakes on this planet. Earthquakes are a normal part of life where you see the pretty colors. Anything under 6.0 is hardly worth mentioning.
