Other than the number 7, I don't see it. His "plan" on Iraq isn't on Iraq, it is on the war on terror. And it is hardly a plan. It is a wish list of things he'd like to have happen or areas he can think about, without any actual discussion of what he do. They are things like "port security", "homeland defense with real resources", "cut off money", "win the war of ideas". If these are policies, "win in November" is a campaign strategy.
