It doesn't come across that way to me. "I realized I'm tired of being taken for granted by John Kerry and his allies in Congress..."
BTW, that "and his allies in Congress"... apparently Bush figured out a loophole in McCain Feingold where he can spend unlimited money on Kerry bashing ads if he includes the words "and his allies in Congress."
Not unlimited, but it does just about double the amount of money he can spend.
