Your math confuses me. Libya is a terrorist state. Libya had nukes (with Made in Iraq stickers on them). We didn't know Libya had nukes. When we found out (because Saddam emerged from the Whack-a-Mole hole) we allowed Qaddafi to surrender them and subject himself to inspections -- real inspections. BTW, the same deal was offered to Saddam, he was just too stupid to take it.
And you think this is a BAD thing?
