Looks like smoke from a brush/forest fire to me. Seen this same type of smoke plume many times at forest fire sites.

That would be my guess as well. There's a power plant in Valmy Nv. that emits the same kinda plume and i was told the shapes of the cloud is a result of the temp of the exhaust reacting to the various temps in the layers of atmospheres, especially in the fall winter and spring months where inversions are predominant...fwiw
