I agree with you this is sloppy Kerry speaking. He was in Safwan in the same general time slot. He is trying to spin it a bit as though he was actually at the signing. Not a lie. Just his typical self-aggrandizement.
Why was Kerry there? For the photo opportunity. He voted against the Gulf War so this is how he gloms onto it's success. He was with a delegation of US Senators.
Kerry said he was there for the signing on March 3, and he wasn't. That is a lie.

If you come to Miami 5 days after a hurricane hits and help with cleanup... can you say, "I was down there for hurricane Jean"? Or do you take all words literally?
BTW: I don't mind if Kerry gets pounded on this, about being "at the signing". Make HIM do the explaining, not me :)
