The only fault in the format of the memos is a big one, although it is NOT an Army vs. Air Force thing.

All Memo formats changed in the early 1990's. To the "MEMORANDUM FOR..." format.

There is no way a memo or official letter in 1972 would have the 1990's format, it didn't exist!
