1. The sites are paid for through legitimate Muslim "charities" and are, in fact, hosted in a number of places in the United States. The contract looks perfectly legitimate - heck, it is legitimate - and the ISP doesn't know what's going to be posted until after it is so. Some of these have been shut down, but it's so easy to reestablish them that it hasn't mattered.

2. There is no such chip with present technology. Smallest package is, reportedly, about the size of a pack of cigarettes. There are GPS transmitters that fit inside a cellphone (I have one) but not implantable - yet. A transponder (two-way) would be even bigger.

Oh - I forgot to point it out, but the posting of pages to the websites is done anonymously from cyber-cafes and the like all over the Middle East. That part is easy - you just did something similar to post this question!
