Kerry's answer is that Allawi saying Iraq is going well flies in the face of Allawi's statement that terrorists are pouring into Iraq. IMO, and in Allawi's point of view, this is a good thing. He might rather not, but this world conflict has his country as a primary battlefield.
Kerry's answer is to "rapidly train the forces" "Put (US) trainers on a 747 and fly them to Iraq and train the Iraqis there, or in a nearby country" In general, that the pace of progress is too slow, he would use "more" to speed up the transistion. IMO, this flies in the face of human nature. The transition from military dictatorship to a more free, open and elected form of government can't be done quickly. The people have to make a HUGE adjustment.
