It's still in their corporate lap:
"...voted unanimously to slap each of the 20 CBS-owned television stations with the maximum indecency penalty of $27,500....The agency's five commissioners decided not to fine CBS' more than 200 affiliate stations."

Well, I suppose it was a way to get around the $27,500 limit, but the implication is that these stations did something wrong, that the (non-owned) affiliates didn't.
And I don't think that's the case - it's the producers of the show (corporate) who are to blame.
