It was Karl Rove's genius, diabolical idea. 

His thought process went something like this...

"I know, I'll create some fake documents that make Bush look real bad when he was in the TANG. The documents will be so obviously fake than any bozo in his pajamas will spot the forgeries right away. I'll use an operative to slip the documents to the DNC. In their zeal to attack President Bush they'll never notice they were purposely given fake documents. They'll use their own operative to pass the documents to CBS. I know for certain that Dan Rather will be on them like a dog in heat. What a bunch of dupes they are. They'll be the laughing stock of all the late night talk shows, and then some... 

ha ha ha ha ha...

Rove is even more of a diabolical genius than you give him credit for. Remember, CBS ran the documents by the White House before running the story on air. What did the White House do? Sent them back without comment. You can't get any funnier or subtle than that! LOL!
