Yours is like saying that Islamic terrorists are exclusively to blame for terrorist acts, but the clerics who create the atmosphere advocating and promoting their actions is faultless...There are reasons for the violence in Chechnya, and those reasons lie at the very core of the brutality we witnessed. Those reasons must be addressed so that other Beslans can be stopped...You may be able to kill all the terrorists, but if you allow the reason which gave them life and purpose to exist, you've done nothing.

Clerics who forment terror are equally responsible. I'm sure the Chechnians have reasons to murder non-combatants, there's a lot of that going around.
