The "working" the story in reality is the media engaging in plans of how to play the story and when the best timing for it is. That the dems created forgeries and CBS agreed to air them is what happened, and they threw out the "working on it" line to make it sound like she unearthed them due to journalistic digging when it was merely serving as a willing conduit for an attack on a sitting POTUS.
Just like clockwork, every time GWB runs for office, the media hauls out the service issue. No working being done, just plotting.
ABC radio news said Rather will issue an on-air apology tonight.

Neither will I. I all but completely gave up on CBS when Letterman had Clinton as a guest on 9/11/2002.
I sent Letterman an email about it. And I sent another when CBS MarketWatch was trashing the Rush Limbaugh Show WITHOUT disclosing
that another arm of Viacom/CBS was preparing to launch Bill O'Reilly's radio endeavor opposite Limbaugh.
As you pointed out, "Just like clockwork", Viacom/CBS coordinates attacks and misleading stories.
