There's no statute of limitations, and John Kerry's testimony was probably under oath... Which means if he tries that, we'll bring charges against him. And while anyone charging Bush would have to prove that Bush committed war crimes. John Kerry, on the other hand, will have to prove that he perjured himself in his testimony.

So this particular allegation is a load of bunk.
