If Dubya signed his 180, then the Judge is likely within his authority to order release of all his records. It's the execution of the 180 that lets the Judge issue this.

According to the White House President Bush has NOT signed a Form-180, but instead signed a letter telling the DoD to release all of his records a year ago. A form-180 is nothing more than a letter saying to release your documents that ONLY requires your signature. Apparently President Bush has enough energy and ambition to acutally write a letter and sign it.

Basically a letter written on stationary with the Great Seal of the President of the United States would have more weight and power than a F-180.

I don't think a judge can wake up one day and make a decsion to ask the government to release those records unless there's currently something on the court's docket. so who's the party behind the complaint? It can't be the judge. And if the judge issues an order for Bush's records. Someone should be able to get the same order issued for Kerry's.

The Form 180 so many people are talking about only authorizes the release of the individual's own file. It has nothing to do with a general release of military records. The Freedom of Information Act (FOIA) deals with the release of information maintained by the government which is not protected by the Privacy Act. This judge is ruling on a FOIA request.
