The first lady continued speaking after the arrest, touting her husband's record on the economy, health care and the war on terror.

Somehow, this sentence seems to attempt to make the First Lady appear uncaring about the woman's grief. I think it's the word "touting".

I would bet that after that speech Mrs. Bush did something to offer condolences and comfort to that woman. Maybe not personally but possibly a letter or note.

Why? Because the Bushes are class people that sincerely care that they have to send soldiers to war. It hurts them also.
