Put up some barricades which would blow away? Park a heavy truck across the roadway which someone would drive into in the heavy rain? Tell a cop to stand out there in 100 mph wind until he blew away or got hit by a wind driven object?
Better question, why didn't the idiot stop before he got into the area. Its not like we haven't had weeks of warning about Ivan. The driver was/is an idiot.
