Does anyone really believe that someone take the risk of "sanitizing" records, and not shred the records in question?

The same people who believe that unsigned CYA notes admitting to a coverup are labeled CYA and addressed to files.

You are correct on that. But also it does not make any sense that the records are from Bush's files. They are supposed to be from Killian's private file. I am sure Killian would create a CYA memo and stick it in Bush's file.

No one has explained how Killian's supposed files were obtained.
