What was the agreement we used in the case of Grenada?
IMHO, one of the OAS nations has to request aid, or be militarily/governmentally incapable of doing so. We had a bunch of US citizens in the medical school there.

If the US military can do something, I guess they should.
Maybe a phalanx from the New York City police department should be sent, since they did such a superb job with thousands of protesters during the RNC.
