Orders aren't given by memo. There is a set form for an order and it isn't to a private file. Perhaps there is a memo about a verbal order drawn up for a private file. But if we stipulate that a verbal order was given, then the chronology needs to be considered and if GWB was in Alabama at the time, then he's already off flight status which makes a flight physical moot. Further, who is GWB's commander in that case? Wouldn't he be in Alabama?
