Putting this in a legal context; If I have a jury of 12 people and persuade 6 of them I am correct, I still have made no progress with the unpersuaded 6. If I persuade 3 more, I still have made no progress with the remaining 3. Finally if I persuade all 12 - the headline would read "unable to persuade any new jurors!
