Burkett, probably acting on behalf of 'rat operatives, was probably very cagey when "chatting her up" about the old days in the TANG. He needed to pull some office rumors out of her, without unduly arousing her suspicions, lest she be questioned later.
I think the secretary was a main source (unwittingly) for the memo factoids. She just was off a bit on details, like Stodges retirement date.
I'm NOT saying she forged them, only that she may have been an unwitting source for TANG anti-Bush talking points. I'd like to know who called her in the last year or two about Bush and the TANG. Phone records from the secretary to Burkett, 'rat activists etc could be a smoking gun.
