Departing major general will be training 250,000 Iraqis as police, border guards and security forces

FORT IRWIN Maj. Gen. Joseph Fil, who's been the commanding general at Fort Irwin since August 2002, relinquished his command Monday to Brig. Gen. Robert W. Cone at a ceremony attended by more than 200 people.
"I'm so very proud to have served with you these past two years," Fil said to the 12 formations of 30 soldiers each that stood at attention during the event.
"I feel very fortunate to have been here at a critical time for our Army," he said.
The event was attended by a slew of civilian and military officials, including Barstow Mayor Lawrence Dale, members of the California Highway Patrol and even Fil's parents.
Fil will report for duty as the commanding general of the Civilian Police Assistance Training Team in Iraq on Sept. 26, when he will be responsible for training 250,000 Iraqi civilians as police, border guards and internal security forces.
