He said it really was stretching things to think the Bushies would float this kind of scheme, but didn't come right out and quash it.
The operative idea was the "food fight" principle - just fill the air with absurd trash and make a joke out of the whole thing.
However, it's quite significant that he implicilty conceded the forgery, even though he was careful not make it explicit.
