I think because he thinks the issue will go away if he admits they're forgeries, and that it won't as long as he does not. It's curious, really - this whole "operation fortunate son" thing is gaining zero traction and distracting people from Kerry's "message," if in fact Kerry ever decides on one. It's stupid enough journalism; it's worse politics.
