This is probably just scare-language from the Clintonista holdovers in the BATFE, of which there are many, as we know.
I'd really like to know how they intend to prove such a thing. Of course, they don't have to in order to make your life miserable regardless.

Thus, anyone currently possessing what yesterday was illegal would be well advised to arrange a sales transaction with a paper trail showing it is newly acquired today. (And I sure hope it had been purchased in a private sale, and not from a dealer with all the ATF paperwork.)
