just give the residents(trying to be nice)of fallugah 24 hours to vacate. 30 seconds into the 25th hr, drop bombs on the whole city. we get rid of a majority of the terrorist. the cost to build the city would be cheap. plenty of mud/clay to make adobe huts. it would be a step up from what they have now.
And if we use >the right weapons< the residents wouldn't have to worry about lights because the clay would glow by itself for...oh say...10 thousand years.
