Not even.
A lot of the degradation is from faxing. Faxing will screw up a document in one pass. This may have gone only gone through a fax, had the redaction made, and then a copy.

I wouldn't be surprised if CBS fell for a 1972 document found on the output tray of an inkjet. "Oh my God! Look what I just found!" The prankster was probably so embarrassed by their colleagues they just walked away shaking their head.
