CAIRO, Egypt - While people around the world mourned the victims of the Sept. 11 attacks, many Arabs warned that the U.S.-led war on terror and Washington's support of Israel has only spread, not reduced, global militancy and instability.
"Sept. 11 was a tragic day in our history because so many innocent people were killed at the hands of militants, who find a fertile ground in our region in view of the biased U.S. policies toward Israel and against Arab causes," said 34-year-old banker Mahmoud Obeid in the Jordanian capital, Amman.
"We don't hate the Americans as people, but we abhor the policies of their government, which blindly supports Israel against our just causes in Palestine and Iraq (news - web sites)."
Britons marked the third anniversary with the opening of a memorial garden — with two trees representing the twin towers in the middle of a pentagon shaped courtyard — at a U.S.-staffed air base in eastern England.
In London, relatives of some of the 67 British nationals who died in the airborne attacks laid white roses at another memorial garden in front of the U.S. Embassy in Grosvenor Square.
"Not all (families) have a body or body parts returned ... so for them this is a grave. It is a very special place," said Alexis Clarke, chairwoman of the UK 9/11 Families Support Group.
About 500 foreigners from 91 countries were among the 2,749 people lost when hijacked airplanes crashed into the World Trade Center.
The anniversary of the 2001 hijackings was a chance for some to remember other terror attacks and conflicts — and some countries used it to highlight their own take on the war on terror.
Russia pointed to last week's tragic hostage-taking at a southern school, which was blamed on supporters of Chechen separatists and which ended with some 330 hostages dead.
After the Sept. 11 attacks "the world had changed irreversibly," the Russian Foreign Ministry said. "But not all of us then fully understood the real danger of the enemy appearing before us. (Now) the whole world recognized this, shuddering from another barbaric terrorist act — this time in Russia, this September."
The ministry rankled at past criticism of the Kremlin's bloody war in Chechnya (news - web sites), where it says separatists have al-Qaida links. The ministry called for "a new level of antiterrorism partnership, free from 'double standards'."
Australia — a strong U.S. ally in the war on terror — paused to remember not only the Sept. 11 attacks but also Thursday's bombing of its embassy in Indonesia. Nine Indonesians were killed. Australian Prime Minister John Howard predicted the fight against terrorism will be a "long and bloody battle."
The Spanish press linked the Sept. 11 anniversary with the six month commemoration of March 11 bombings in Madrid, which killed 191 people.
The leading daily El Pais' editorial said the world has not become safer in the three years since the attacks, with Casablanca, Istanbul and Jakarta being added to the list of cities hit by terror attacks by al-Qaida-linked militants.
In Iraq, the U.S. Army's 1st Infantry Division was holding small ceremonies at its 30 bases scattered across a West Virginia-sized slice of northeastern Iraq to coincide with the minute that the first jetliner slammed into the World Trade Center on Sept. 11, 2001.
Sgt. Dionna Eves, 23, of Clearwater, Fla., said the anniversary "reminds you of why you're here" because "we lost a lot of people in that one incident."
But Capt. Rick Hewitt, 31, of La Crosse, Wis., said the attacks don't "really change our mission here one iota. We're trying to rebuild this country. We're trying to help Iraq discover itself."
The U.S. 9/11 Commission has said there's no evidence Saddam Hussein (news - web sites)'s ousted regime had a role in the attacks or a "collaborative relationship" with al-Qaida. Still, the Bush administration has painted the Iraq war as part of the war on terror and says bringing democracy to the country will help reduce support for extremism.
The Sept. 11 attacks, subsequent terror deaths, the war in Iraq and the U.S.-led war on terror have shaken sentiment in the Arab world — deepening anti-U.S. sentiment in some quarters, but also raising a debate over how Islamic extremism is connected to terrorism.
Egyptian columnist Fahmy Howeidy said Arabs and Muslims must question their own actions "because these people who committed the Sept. 11 attacks and attacked the United States were Muslims and Arabs. We need to ask what is wrong with these people, why did they do this?"
But he told The Associated Press that "the (main) problem is the Americans don't want to criticize themselves. They don't look at their policies and mistakes, like the U.S. position toward the Israeli-Palestinian conflict. By defending the terrorism committed by Israel against the Palestinians, they are filling people with anger."
On militant Islamic Web sites, contributors posted statements welcoming the attacks' anniversary.
"Since three years ago we are still pleased and happy, and I thank God that he made us see such a day," said one online contributor who identified herself only as Umm Rafida. "Whenever I look to the picture of the tower while its collapsing, tears well in my eyes and I thank God."
The Saudi English-language Arab News daily carried an editorial calling for an end to the "blame game" among Arabs, which it said perpetuates "our own poisoned sense of victimhood, while alienating and confirming others in their own negative views."
The paper described the Sept. 11 plane hijackers, including 15 Saudis, as "twisted fanatics" and called for a "jihad — struggle — ... to rid Islam of its deviants ... to restore the honor of Islam."
It bemoaned the lack of "international unity" against terrorism, which it said was shattered by "Washington's attempted hijacking of it to fight the wholly unconnected war in Iraq, by the desire of other governments to use the situation for their own political purposes, and by the cowardice of some when themselves directly targeted by terrorists."
Amman supermarket owner Hamzeh Ghazawi, 26, said the world is only getting more dangerous.
"On this day every year, I remember the beginning of the chaos, the fear and the insecurity which the United States has brought upon the whole world."

Of course, it's all Bush's fault for defending the United States against Islamic terror. No blame at all on the terrorists themselves. If the United States just gave the terrorists the French army's two-handed salute and surrendered, there would be no problems at all.
