I am wondering that as well. But the timeline of the satellite images are the key. Did it happen just prior to or during our presence. Were these the same images that the CIA and our government were using to justify WMD's.
My opinion is that Iraq's neighbors like Iran and Syria have some knowledge on this subject.
You might want to add Lebanon to that list.
