The Harris County post office discontinued operation in 1962....that would be the only post office in (todays) zip code area of 77034.

There is no United States Post Office in 77034 yet it is listed in that return address on the fake docs.

Then why was it a mailing address of Ashland Chemical Company?

I think your assumption that there must be a post office for each Zip code is faulty.

Are there any docs the WH released (back in February, for example) with that address and Zip code for the base?

I think I understand you to say that there can be addresses with that Zip code, but no PO Boxes since there's no Post Office.

When I do a Mapquest search and just enter the zip 77034, this is what I get, and it's close to the base:
