I have commanded men and women. Any commander does NOT keep personal files of reprimand beyond the time required by the UCMJ and DoD regulations. To do so is a violation of those orders. In fact, if you as a Commander give someone a Letter of Reprimand (LOR) or Letter or Counseling (LOR) - you can only legally retain it for a very limited period of time. This lends a HUGE United Code of Military Justice (UCMJ) against this charge. An officer of any caliber would not keep a nonjudicial punishment of a subordinate on file indefinitely. To do so is against the law. Even personnel records (MPF) is required to shred them after 2 years of administration of justice unless it is an Article 32 hearing.
