What did he mean by OETR usage as opposed to OES or OER?

I THINK that OER was in use by both Air Force and Army at that time.

In the "CYA" memo it uses the term "OETR".

Campenni said they did not use that, they used "OER".

OETR in that time frame = acronym for Officer Educational Training Repository
