I have always thought of dropping several huge concussion bombs that would detonate at different heights at the same time into the eye of a hurricane like this when it's at sea, not near any land to try and break it up... maybe I am being silly...

You are right! I recall an attempt at seeding a hurricane in the 60s with silver iodide. It ended up dumping twice the expected rainfall on some island later in its path....
