He'll have liability exposure. If there is no apparent change in Ivan, the ambulance chasers will say IVAN was about to change direction, dramatically weaken and stay at sea but the seeding caused it to continue it's previous course.

If Ivan changes direction and hit's someone elses city, their ambulance chasers will sue saying if it weren't for the cloud seeding, Ivan wouldn't have hit them.

The best thing would be to dump a load of oil in the path of Ivan. The oil would coat the water, reducing evaporation, there by reducing the energy available to Ivan.

Looking at watch and counting the seconds until the Sierra Club (or similar group) gets federal injunction requiring the filing of an environmental impact statement...

I think this fellow may be a nut - but in theory - when we do gain the capability of shaping  weather or modifying the environment in ways which are favorable to human habitation and safety - you are really going to have a nice train wreck among and between environmentalists who don't want even benign modification of the natural world.
