I wouldn't get too worked up on this one. I was a TAR HM for 20 years we would ground pilots for failure to get their annual physical all the time. I bet most pilots got grounded at least once because of the PE in a normal 4 year period. Training requirements and Medical bureaucracy were always butting heads.
