You don't have to round them all up. You round up bunches and send them back. Show it on tv...maybe a weekly round up of how many were sent back or something.
Screw hearings and appeals. Just send them back and let them appeal from Mexico or El Whereverthehell.
You WILL send the right message and you WILL make an impression.
To simply throw up your hands and say there's "no will" is irresponsible and an invitation for more to come in.

BINGO! It is a variation of the "Broken Windows"* theory.

Look what happens when the Border Patrol does even marginal sweeps of illegals in California - their "Latino rights" lapdogs scream about the panic and uncertainty the BP inficts on their poor clients.

Look what happened when a civilian migra-green-striped chopper flew over a construction site in Texas - more panic and a mass exodus, not only of the worksite, but of apartments in the neighborhood.

Hutchinson mouths the standard liberal line: "There's too many of [fill in the blanks[ - all we can do is surrender."

Bush better thank God that the Democrats are just as unwilling to tighten the borders for they could really damage him on this issue.

If a window is broken and left unrepaired, people walking by will conclude that no one cares and no one is in charge. Soon, more windows will be broken, and the sense of anarchy will spread from the building to the street on which it faces, sending a signal that anything goes.”

Show it on tv.

I wouldn't show it on tv -- it might get some bleeding hearts upset in their living rooms --- I would just do it --- they do deport quite a few, every day and anyone can go stand and watch but no one seems to find it interesting enough to do that. It's no big deal --- they walk through the gate back over to their own side, within a minute or two of walking through the gate, they blend in with their fellow countrymen, they've got buses, taxis, hotels, cafes. I imagine it's pretty much the same for Americans deported from Mexico -- after being processed, they would be taken to the gate and walk back over to the USA -- which wouldn't be all that traumatic for us either.

This is the classic tactic of the 'Rats. Why are we tolerating it from our own RINOs?.

When Star Wars was being proposed the "best" argument that was seriously discussed with a straight face was that if it was not 100% effective it wasn't worth doing. The appeal to the very bottom of the gene pool.

Why is this clown getting away with this now?

I second your idea..., I'd also add on top of that , any business or employer found hiring someone who's here illegally will be financially responsible to reimburse the government for all services that illegal and his family use, including emergency rooms, education etc, and that employer will be forced to bear the cost of deportation. Make it so financially onerous for these companies that the incentive for being here illegally dries up. I guarentee that if even some of these measures were put in place the problem will begin to resolve itself.

I think you got it mostly right. But I think you just threaten to hunt them down and send back all you find, using the existing manpower, most would panic and start running for the border. I think we need to give the INS guys something to do here in SoCal, besides stop us commuters trying to get home. FCS
