I believe there's a historical repository of ALL classified and unclassified regulations, manuals, instructions, etc., ever issued at the Air University Library, located at (none other) Maxwell AFB, AL.
I can't wait to see Dan Rather's smug mug on screen explaining how and why he allowed phony docs to be used on 60 minutes. No doubt it will all be somebody else's fault. Rather will be blameless.
Do we realize how huge this is??? This is GIGANTIC. It would have been better for the democRATS if these allegations had never aired, period. It's much worse for them to have it exposed as a fraud. This does 2 VERY IMPORTANT THINGS. #1 It shows that democrats are willing to produce phony documents to smear Bush. Of course we all knew this, but NOW it's out in the open. #2. This effectively ends the democRAT attack on Bush's NG days. After this they have ZERO credibility on the issue.
Kerry must be apoplectic. He's been getting hammered by the Swifties and wanted to go on the offensive, so the dems come up with these docs and it turns out they are frauds. It has completely backfired on Kerry, the dems, and the liberal media. This WILL give Bush an additional bump in the polls. It shows who the real mudslingers are and it knocks Kerry off "message" (whatever that is) once again.
I think we should send CBS some of those band-aids with Purple Hearts. After all, if Kerry deserved a Purple Heart for self-inflicted wounds, shouldn't Rather and CBS get theirs???

An instruction is not the same as a regulation. The military issues instructions for procedurally complex things like how to maintaind diesel engines on ships in the fleet in question. If there is a problem and you failed to follow the procedures in the instruction you may get a ding on an inspection. If there is a formal investigation because of a death, grounding, or collision it may be worse, but it isn't the same as an order as it is called in the department of the Navy.
IOW an instruction is strongly suggested guidance that you violate at your own peril.
I am grateful for the link, but I will point out that my original post ended with, "It would be good if someone who served in the Air Force in those days and who has knowledge of then-current publications could chime in on the points I made. If I am wrong then I am willing to have it pointed out."
More than one commenter on my original post cited a link to AFM 35-13. I amended my post earlier this morning to reflect that fact. But the first half of the post, regarding form and style matters, stands. In fact, I have received a handful of emails from both serving and former Air Force officers verifying my points on that matter.
One thing that blogs and FR can do is give mass intelligence and expertise to dificult subjects. I appreciate the work of those who revealed my conclusion was in error, and unlike most MSM I will prominently admit it.
