The difficulty the forger apparently had with superscript (sometimes he left a space between ### and "st" so it wouldn't automatically make a superscript) suggests to me the forger is not a young person. Young adults like me who grew up with computers in the house have no problem working with MS Word. Of course, plenty of middle-aged people are computer-savvy, but I'm guessing the forger isn't. Other evidence that he's got a problem with Word: he used the default settings.
The forger is probably ex-military, which means he's probably a male. He would have to be somewhat familiar with the acronyms in use at the time and the general style of Guard documents. I don't think he could get that just by reading the documents. He either served in the Guard or in some similiar outfit. Because I think he's middle-aged, I'd guess he served during the Vietnam era or around then.
